About Portsmouth, Ohio

Portsmouth is a city and county seat in Scioto County, set on the north bank of the Ohio River near the Scioto's mouth. The town was laid out in 1803 after repeated floods led settlers to move from Alexandria to higher ground. River access, canals, and railroads later supported its growth as an industrial center.

  • Three Rivers MeetPortsmouth stands at the confluence of the Ohio, Scioto, and Little Scioto rivers.
  • County CenterIn 1814, the town served as both the center of county government and a center of commerce.
  • Flood DefenseA three-mile levee built in 1908 failed during the 1937 flood and was strengthened afterward.
  • Paths to FreedomBefore the Civil War, Portsmouth became part of the Underground Railroad for freedom seekers crossing the Ohio River from the South.
  • 2020 PopulationThe 2020 census recorded 18,252 residents in Portsmouth.
