On August 19, 1977, six judges from the U.S. Fourth Circuit Court convene in Richmond, Virginia, for the Baltimore busing case, Mayor & City Council of Baltimore v. Mathews. This case significantly impacted school desegregation in Baltimore. Judges include Donald Stuart Russell, John Decker Butzner, Jr., and Harrison Lee Winter. Judge James Braxton Craven, Jr. passed away before the opinion was issued. The artwork is part of the Drawing Justice exhibit at the Library of Congress.
