About Bay Harbor Islands, Florida

Bay Harbor Islands is a town of 5,922 people in Miami-Dade County, built on two islands in Biscayne Bay. In 1945 Shepard Broad, a lawyer born in Pinsk, bought two islands of mangrove swamp lying off Miami Beach at 96th Street. He paid to fill them with his own money and with the deposits buyers put down on lots, and the businessman Benjamin N. Kane became his partner. The town was incorporated in 1947, and the first building permit was issued on June 15 of that year.

Broad laid out the town in two separate plans. Broadview, now the West Island, was kept for single-family houses. Bay Harbor, now the East Island, took the apartments, the shops, Town Hall, the police headquarters and the school. Four years after the start, 550 residents lived in 46 homes. Broad was elected the first mayor and held the office for 26 straight years, until 1973, and the town still pays its council members $1 a year.

  • From Pinsk to QuebecShepard Broad was born Szmuel Bobrowice in 1906 and had lost both parents by age ten. At fourteen he set out for America but landed in Quebec instead. Officials there planned to deport him, but Adolph Stark, who worked for the Canadian-Jewish Immigration Society, gave him a train ticket. His uncle in New York then gave him a new name.
  • Third grade to law schoolSpeaking only Yiddish, he started in third grade, reached high school within a year and later finished New York Law School. He moved to South Florida with his wife, Ruth, in 1940. He died on November 6, 2001, in his own house in Bay Harbor Islands.
  • The causeway of 1951In 1951 a causeway named for Broad opened across Biscayne Bay, linking the islands to North Miami. The Florida Legislature gave it the name Shepard Broad Causeway in 2017. The town itself runs the toll road and its drawbridge, and it counts more than 20,000 vehicles crossing each day.
  • Miami Modern on the East IslandThe East Island was once known for a dense cluster of mid-century Miami Modern buildings, and many of them still stand beside newer homes and condominiums on the water. One of the best known, the Coral Sea Towers, is where Shakira and Alejandro Sanz filmed parts of their video for "La Tortura."
  • The Bay Harbor ButcherIn the TV series Dexter, the title character's apartment is set in Miami, but its outside shots were filmed at a condo on these islands. In the show's second season, the discovery of his victims leads the press to nickname the killer the "Bay Harbor Butcher."
