About Walthourville, Georgia

Walthourville is a city of 3,680 people in Liberty County, part of the Hinesville-Fort Stewart metro area. By 1974 the town was 179 years old but still had no state charter, because an effort by its men some 12 years earlier had fallen apart, partly over bickering. The town now had an airstrip and an industrial park, and residents worried that nearby Hinesville might annex it.

A committee made up only of women took the required census, gathered 300 signatures on a petition and sent the papers to the Georgia General Assembly, naming themselves as the incorporating officers. When the approved charter came back signed by Governor Jimmy Carter, they learned they had to run the town until the December election, so they were sworn in that April. The AP, UPI, NBC and CBS all covered the story. In December 1974 the women defeated a slate of male candidates after putting up streetlights and street signs, adding no new taxes and handing their small salaries back to the town.

“a post-town in Liberty county, Georgia, forty miles South-west of Savannah, is the largest place in the county. It contains two flourishing academies, and about 400 inhabitants.”

  • A first for Georgia in 1978In the 1978 election one man won a council seat, and Carrie Kent, who already sat on the council, became mayor. She was the first African-American woman ever elected mayor in Georgia. In 2007 the town put up a historical marker telling the story of its incorporation.
