About Blaine, Washington

Blaine is a city of 5,884 people in Whatcom County, and its northern city limit is the Canadian border. The Semiahmoo, a Straits Salish band of about 300 people in 1790, fished these waters for salmon with reef nets. In 1858 the Fraser River Gold Rush drew thousands of prospectors north, and two small towns named Semiahmoo sprang up, one on the spit and one where Blaine stands now. Each held only eighteen or twenty people, and both faded once the rush ended by 1860.

Settlers came back in 1870, and the Cain brothers, James, Cornelius and George, arrived in July 1871 to clear land. The mainland settlement was briefly called Concord, then in June 1884 took the name of James G. Blaine, the Republican leader who ran for president that year. James Cain recorded the town plat on September 13, 1884. Blaine had 153 people in 1880, and by 1890 the count had reached 1,563. Blaine incorporated on May 20, 1890, but a county court threw that out for taking in too much land, so the city incorporated again in the spring of 1891.

  • The Peace Arch, 1921Samuel Hill dedicated the International Peace Arch on September 6, 1921, on Blaine's northern edge. Since 1937 the International Peace Arch Association has held Hands Across the Border there, as hundreds of Scouts from both countries march through the arch while the highways close for hours. Organizers cancelled it on February 28, 2013, but public support brought it back in 2015. The arch joined the National Register in 1996.
  • Salmon and lumberA Semiahmoo village on Semiahmoo Spit was wiped out in 1880 by the Alaska Packers Association, which built a salmon cannery on the site. The cannery grew into the world's largest and ran for decades. Sawmills on the waterfront sent lumber from Blaine's wharves to rebuild San Francisco after the 1906 fire. Into the 1970s, hundreds of purse seiners and gillnetters worked out of Blaine, and the cannery site is now a resort.
  • Twelve miles of sidewalkNathan Cornish moved his family to Blaine in 1889 and became mayor in 1901 on a promise of "twelve miles of wooden sidewalk." His daughter Nellie tried to build a piano teaching business here. When it failed she left for Seattle, and in 1914 she started the Cornish College of the Arts in that city.
  • Rum-running on the borderAfter the Volstead Act banned liquor in 1919, smuggling became an underground industry along Blaine's shoreline with British Columbia, helped by the region's largest whiskey still on Texada Island. The trade lasted until Prohibition was repealed in 1933, by a law that happens to be called the Blaine Act.
