About Cape St. Claire, Maryland
Cape St. Claire is a community of 9,179 people in Anne Arundel County, on the Magothy River near Annapolis. Until the 1940s the land here was mostly farms, and in the late 18th century a couple of families worked most of it. Early in the 20th century Hugh H. Young, a well-known Johns Hopkins doctor, started buying up those farms because he wanted to build a community.
His first try, called Persimmon Point, sold only a few lots before the Great Depression stopped the project. After Young died, his children formed the River Bay Company to develop the land. On June 14, 1949, the company platted Cape St. Claire and folded Persimmon Point into the new plan. It then sold the lots as a summer retreat for families from Washington, D.C., and Baltimore.
- Leonard's Neck, surveyed 1662Nearly all of Cape St. Claire sits on Leonard's Neck, a tract of 290 acres surveyed for Henry Woolchurch in 1662. The Goshen farmhouse was built in the late 1700s on a hill near today's Cape St. Claire Elementary School. Historians think Richard Gardiner built it, since he was a carpenter and willed his tools to a son. Its old farm outbuildings still stand among subdivisions and shopping centers.
- A club born in BaltimoreOn June 29, 1949, the River Bay Company incorporated the Cape St. Claire Club to run the new community. Its board had three members: James C. Morton Jr., George W. Baker Jr. and John G. Rouse Jr. They met the next day in the Munsey Building in downtown Baltimore, adopted the bylaws and made Morton chairman. On May 12, 1959, the club took a new name, the Cape St. Claire Improvement Association.
- Its own taxing district, 1989Anne Arundel County's council voted in April 1989 to create the Cape St. Claire Special Community Benefits District, so owners here pay an extra tax. The county collects it along with property taxes and hands it to the Improvement Association, which spends it as the property owners vote. The money has bought more common land, a fishing and crabbing pier, improvements to community property and patrols by off-duty county police.
