About East Porterville, California

East Porterville is an unincorporated community of 5,549 people in Tulare County, right next to the city of Porterville where the Sierra Nevada foothills begin. Most of its households drew their water from shallow private wells. When California's long drought pulled the water table down, those wells began to fail one after another.

By August 2014 all of Tulare County was in exceptional drought, and nearly 1000 local homes were without running water, according to a count in the Fresno Bee. People had been phoning the county, the city and the local water district for months. No agency kept records on private wells, so officials were slow to see how large the crisis had grown, and families lived on deliveries of tank and bottled water.

  • 755 homes on city waterState and Tulare County agencies worked with local partners, among them Community Water Center and Self-Help Enterprises, to build a $48 million water supply project. Work started in early 2016, and by February 2018 crews had tied 755 homes into Porterville's municipal water system. Amelia Arroyo, whose house was hooked up in January 2017, said that having water run from her faucet and shower again was a huge relief.
  • From 7,331 to 5,549The census counted 7,331 people in East Porterville in 2010 and 5,549 in 2020. The drought years and the long wait for safe water both fell within that decade.
