About Leisure World, Maryland

Leisure World is a gated community of 9,215 people in Montgomery County, Maryland, where most residents are retirees. In 1963 developer Ross Cortese, who had opened his first Leisure World in Seal Beach, California, in 1961, asked the county to rezone the old Nash tract south of Norbeck. He wanted to build a 1,000-acre walled community there for people 52 and older.

Local citizen groups wanted the land kept for low-density homes, and council member Kathryn E. Diggs doubted the project would ever pay off. The Montgomery County Council still approved the rezoning, 3 to 1, with 3 members abstaining. The first residents moved into twelve units on Gleneagles Drive on August 15, 1965, and were welcomed with a ceremony held beside the golf course's eighteenth hole. Governor J. Millard Tawes formally opened the community on September 9, 1965, and 400 homes had been sold in advance within six months.

  • A governor's welcome in 1965Governor Tawes described Rossmoor Leisure World as a place designed for people of mature years. He pointed to its planned stores, doctors and medical care on site, free rides around the grounds, and room for golf, swimming and horseback riding.
  • Stores and a meeting houseIn October 1965 the developer announced a 100,000-square-foot shopping center next to the community and signed Safeway, Peoples Drug Stores, a Hot Shoppes cafeteria and Maryland National Bank as tenants. That same month, on October 22, 1965, work began on the Interfaith Meeting House, which was planned to seat 500 people.
  • A globe at the gateThe firm of Collins & Kronstadt designed the homes and community buildings, and a large turning globe was set up at the front gate. Thurman D. Donavan planned the grounds, and his landscaping won an award from the American Association of Nurserymen in November 1966. Golfers could play the course's first nine holes starting June 1, 1966.
  • The age-limit fight of 1968When sales slowed, Leisure World asked to lower its minimum age from 50 to 40, and the county refused. It then asked the Planning Board on August 12, 1968, to drop the limit entirely, and on August 23 to drop it for nearly half the land. The board said no both times. On December 31, 1968, the County Council overruled it, freeing about 40 percent of the land from the age rule if it was built as a separate development.
