About Laguna Woods, California

Laguna Woods is a city of 17,644 people in Orange County. The Acjachemen lived across this region for 16,000 years, and the Tongva kept a few villages nearby. Later its roughly three square miles were part of the large Moulton Ranch. Until the 1960s the land held dry farms, grazing cattle and a few ranch houses and barns.

In 1962 the developer Ross Cortese bought part of the Moulton Ranch to build a second Leisure World for people 52 and older. He had already built Rossmoor and Leisure World Seal Beach. Leisure World Laguna Hills took in its first residents in 1964. Talk of becoming a city began in 1971 but stalled until 1996. That year residents feared losing county services and getting a commercial airport at the closed El Toro Marine base. Voters decided the question on March 2, 1999, and on March 24 Laguna Woods became Orange County's 32nd city.

“then leave the living to the individual.”

  • Leisure World becomes a cityAbout ninety percent of Laguna Woods is Laguna Woods Village, the private gated retirement community once called Leisure World. Businesses, some homes and city hall make up the rest, and they are open to the public. In 2021 the city's median age was 74.5.
  • The airport that never cameResidents pushed for cityhood largely to gain a stronger voice against a proposed international airport at the former Marine Corps Air Station El Toro. The airport plan was defeated, and the old base land is slated to become the Orange County Great Park.
  • Once Rancho NiguelA historical marker records that the ground now shared by Laguna Hills, Laguna Woods and part of Laguna Niguel was once known as Rancho Niguel.
